JOINT BASE SAN ANTONIO-FORT SAM HOUSTON, Texas (April 1, 2019) – Small Business Specialists from the Area Directorate Office of the Fort Eustis Mission and Installation Procurement Command have partnered with the Defense Acquisition University Director of Studies and Small Business Professor for two years. - Small Business Day Workshop in Fort Eustis, Virginia.

During the workshop, the moderators presented small business fundamentals, market research strategies, small business case studies and outsourcing topics. The workshop was created to provide participants with a structured approach to developing a formal, documented strategy to significantly improve market research success and to provide a comprehensive dose of outsourcing from procurement planning to contract award.
"Market research is a critical step in the acquisition process that often doesn't deliver the value it can deliver when done properly," said Sherry Freeman, director of small business at Defense Acquisition University in Fort Belvoir, Virginia. "Subcontracting is a part of procurement that the DOD Inspector General's reports have shown to be somewhat of a challenge across the department, especially post-award."
Many large DOD acquisitions require contracts to include small business subcontractor plans and often small business participation requirements. Because of these plans and the terms of participation, subcontractors often do the work.
"So, whether you're a requirements planner, a procurement officer, a procurement officer representative, or another procurement officer involved in the procurement process, you are involved to some degree in the outsourcing portion of the contract," Freeman said. "Workshops like this one provide purchasing professionals with the knowledge needed to effectively translate outsourcing strategies into overall purchasing strategies that lead to successful contracts."
