Area Special Operations Commands (TSOCs) are sub-unified commands under their respective geographic combatant commanders (GCCs), e.g. US Africa Command.
TSOCs are special operations headquarters (HQ) elements designed to support GCC logistics, planning, and operational command and control (C2) requirements and are usually commanded by a general officer (BODISI OF-6 or OF-7).
Since 1988, each area's unified command has established a separate TSOC to meet its area-specific special operations needs. As subordinate unified commands, TSOCs provide planning, readiness, and command and control of Special Operations Forces (SOF) from across the US military (US Army, US Navy, US Marine Corps, and US Air Force) [LINKS]. They ensure that SOF tactical capabilities are fully utilized and that SOF are fully integrated with conventional military operations when appropriate.

SOF teams typically maintain transparent liaison with the US mission while reporting to centralized sub-regional SOF command and control elements, which in turn report to the appropriate TSOC.
TSOCs act as regional hubs in the network to plan and manage their operations and activities in support of theater campaigns and other nationally defined priorities.
TSOCs are also closely linked to SOF Regional Coordination Centers (RSCCs), which complement the role of TSOCs by serving as regional hubs to improve training and education, coordination, information sharing, and interoperability among regional partners.
At the country level, USSOCOM, through the TSOC, assigns SOF liaison officers (primary US SOF advisors to the foreign national's SOF command) to the national headquarters (or US mission, if one does not exist) of selected foreign SOF partners.
Special Operations Forces: Let Sof Be Sof
In February 2013, at the request of USSOCOM (with the concurrence of the geographic and functional combatant commanders and the chiefs of military services and secretaries), the then Secretary of Defense transferred command of TSOC to USSOCOM (Feickert, 2015).
Consequently, as specified in US Code, Title 10, Section 167, USSOCOM is now responsible for organizing, training, and equipping the various TSOCs, as it was for all previously assigned SOF units. However, GCC will continue to have OPCON. Provided, that TSOC operations are designed and implemented as part of the GCC plan, to ensure coherence and effectiveness. The change was intended to allow USSOCOM to standardize TSOC capabilities and manpower requirements as needed.
Since TSOCs are now classified as sub-unified commands, the Services are responsible for providing non-SOF support to TSOCs in the same way they provide support to GCC commands. The services include what the US Department of Defense calls the "Combatant Command Support Agency (CCSA)" responsible for providing manpower, non-SOF special equipment, and logistical support to TSOC. There are currently seven TSOCs, each of which may have multiple subunits within its geographic area (USSOCOM, 2015). Table 1 shows the current TSOCs, the GCCs they support and the responsibilities of the CCSA:
