The Navy is changing its tuition assistance policy for FY2022, so Marines can go from 12 credit hours to 18 semester credit hours each year. However, the service also imposes new restrictions on who can receive tuition assistance benefits and reduces overall funding.

"We are committed to ensuring that fully qualified Marines take advantage of this increased training opportunity to strengthen our commitment to excellence, warfighting and sustainment," said Chief of Staff of the Navy Vice Admiral John P. Nowell, Jr. said. wrote in the new Naval Administration News.

"Operational readiness remains our number one priority," Nowell wrote. "As always, commanders may set standard qualifications for Marines and officers under their command and administer off-duty training follow-up based on current or anticipated operational duties."

The Navy projects $67.37 million in training assistance in FY22 — down from $88.54 million allocated for training assistance in FY21. But according to Lt. Travis Callaghan, spokesman for the Chief of Naval Staff, the Navy spent only $72,717 million in FY21 to fund eligible academic aid requests, with the rest of the funds eventually diverted to other "high priority programs."

Capt. Dave Hecht, chief of staff spokesman for the Navy, said training assistance funding in FY21 was "adjusted to anticipated demand so that no Marines lost learning assistance due to budget constraints in FY21." This year's tuition assistance budget is similar to that provided in recent years.

"While the MY21 TA budget was $88.54 million, it was the result of a one-time increase directed by then-Secretary of the Navy [Thomas] Motley," Hecht said in an email to Navy Times. "As such, it was an outlier compared to recent TA budgets. For example, the FY20 TA budget was $71.7 million."

As the total number of semester credits available to Sailors increases annually, Sailors are limited to using tuition assistance for only two classes per fiscal quarter, per the Secretary of the Navy's directive.

"Two subjects have been added to a fiscal quarter cap to ensure that Marines seeking off-duty training continue to develop their careers and not deviate from duty," Callaghan said in an email to Navy Times.

"Laboratory courses are usually four semester hours," Callaghan said. "The two-course-per-fiscal-quarter policy provided more flexibility than the six-semester-hours-per-fiscal-quarter limit, which did not allow a Marine to simultaneously take a four-semester-hour laboratory course and another three-semester-hour course."

Another important policy change is that seafarers must serve three years instead of two to qualify for tuition assistance benefits. This means that those who start receiving tuition assistance after two years of service – but have not yet reached three years – must take a break from studies.

Also enlisted Marines in training, Marines with less than 16 years of service, and active duty reserves must have at least 12 months of service during their current enlistment or extension period to be eligible for training assistance benefits.

"The 12-month policy is intended to encourage continued service in the Navy while accepting long-term career investments that approach Navy retirement eligibility," the Navy said in a news release.

The Navy also tightens eligibility for non-judicial punishment or court-martial. While seafarers were previously ineligible for training benefits for the past six months, this period has now been changed to 12 months.

All Sailors must have a personal attribute score of at least 3.0 or higher on the most recently observed status report evaluations to qualify.

Under the new policy, seafarers will be required to spend $250 per semester hour and $4,500 per fiscal year, up from previous years. For example, after funds ran out at the start of FY19, Sailors were capped at $3,000 in annual training assistance in FY20.

More than 37,000 Marines enjoyed Tuition Assistance benefits in FY21, and the Navy estimates that 33,000 to 36,000 Sailors will receive Tuition Assistance benefits in FY22. In contrast, 36,704 Marines enjoyed training assistance benefits in FY20, while 38,853 did so in FY19.

That means fewer sailors than in previous years. Between FY15 and FY18, the average annual number of seafarers using tuition assistance was 44,000.

Visit the Naval College website and complete the pending eligibility requirements. Enter the course information from registration. List only the courses you have taken with the same start/end dates for each application. Each course must be listed in a separate WebTA application (even if the courses have the same start/end dates). The WebTA application must be submitted 14 days prior to the course start date and approved by the Command.

Review the information you have entered, save the application and hit the submit button. Once the WebTA is submitted, it will be sent to your command evaluator. Your command verifier will receive an email with a link to your WebTA application. It will confirm your eligibility for TA, approve your application and send it electronically to NCVEC (Naval College Virtual Training Center) for funding.
